Incomplete documentation during the tender stage makes it challenging for the primary contractor to provide an accurate cost estimate. This challenge arises from the client's lack of expertise in precisely estimating BOQs based on required designs. Additionally, under the traditional system, a completed design is a prerequisite before initiating work on the project (Flyvberg et al. 2002).
